FINAL NOTICE AND DEMAND FOR

CREDENTIALS REQUIRED BY LAW

c/o Office of the United States Attorney

450 Golden Gate Avenue, Box 36055

          San Francisco 94102

          CALIFORNIA, USA

FROM:     Paul Andrew Mitchell, B.A., M.S.

          Private Attorney General, 18 U.S.C. 1964(a)

DATE:     June 28, 2003 A.D.

SUBJECT:  missing oath of office and delegation of authority

Greetings Mr. Weill:

Enclosed please find evidence of my lawful FOIA request for your Appointment Affidavit (OPM Form 61) and delegation of authority to represent the “UNITED STATES OF AMERICA” before federal courts.

For your information, the Disclosure Officers in the U.S. Department of Justice have to date failed to produce any Appointment Affidavit or delegation of authority for you.  This omission is another reason why I appealed my original FOIA request in this matter.

Without proper credentials, your appearances in federal courts to date constitute fraud, willful misrepresentation, and contempt of court.  See the McDade Act at 28 U.S.C. 530B and sections 6067, 6126‑6128 of the California Business and Professions Code.

Also, all legal mail you have generated since you were first hired by the “United States” (federal government) constitutes probable cause to charge you with mail fraud (one count for each separate piece of mail transmitted under false and fraudulent pretenses during that period).

And, mail fraud is a predicate act to racketeering.  See 18 U.S.C. 1961 et seq.

Please be advised that, if I have not received any lawful delegation of authority or oath of office for you within the statute of limitations stated in the Freedom of Information Act, I will, in that event, have probable cause and a legal obligation to charge you with multiple felony federal offenses in connection with the case(s) in which Dr. John C. Alden and family are currently involved.  See 18 U.S.C. 4, in chief.

Thank you, Mr. Weill, for your immediate cooperation in this matter.

Sincerely yours,

/s/ Paul Andrew Mitchell
