Contrary to the statutes which designate the U.S. Department of Justice as the custodian of record, the presidential commission appointing William B. Shubb to the federal bench is not in their possession (see attached).

Their written response to my FOIA request says that his presidential commission may be obtained from the Clerk of Court.

Does your office have it and, if so, what must I do to obtain a certified copy?
