Greetings Jury Commissioner:

 

Formal NOTICE is hereby given to you that two (2) items of correspondence transmitted by me via first class U.S. Mail to one Thomas Eamon McCarthy, Jr. now appear to have been stolen by one or more individuals under your jurisdiction.

 

Formal DEMAND is therefore made of you to locate and return said stolen items of U.S. Mail without any further delays.

 

Obstruction of correspondence is a felony federal offense for violating the federal criminal statute at 18 U.S.C. 1702.  The statute at 18 U.S.C. 4 requires me to report same to an officer in the civil or military authority of the United States (federal government).
