Mr. Drozd:

You are presently under arrest, pursuant to a proper and lawful CITIZEN’S ARREST WARRANT dated June 17, 2004 A.D. and served upon Mr. Morrison C. England via Priority U.S. Mail with Delivery Confirmation #0304 0370 0000 5799 7468, and upon the San Diego County Sheriff.

As you know, I have lived in San Diego, California, for over two years now. I never gave my consent, or any prior written authorization, to any removal of the instant case to Sacramento, or to any federal court, or anywhere else on planet Earth.

It is also quite inconvenient and risky for me to travel to Sacramento for any reason, due in part to the attempted assault on my cranium in Gold River, and the prospects of further criminal retaliation. Thus, a formal written CITIZEN’S ARREST WARRANT was the most prudent step, in my professional opinion. It also creates a permanent record.

You persist in violating every law in the book, even after you have been politely and properly warned, and after formal demands have been served upon you to cease and desist from further criminal conduct. Evidently, you have chosen to ignore those warnings and demands, causing further damages to my Rights and threatening unmitigated continuity of those damages.

Accordingly, formal DEMAND is hereby made of you to surrender and to return to the Clerk of the Superior Court in downtown San Diego the entire contents of the court docket which originated as Superior Court of California, Clerk’s docket number #GIC807057.

Your specific performance is required no later than 5:00 p.m. on Friday, July 16, 2004 A.D.

Beyond that deadline, your failure to perform will give me probable cause to press further charges against you for fraud, obstruction of justice, witness retaliation, racketeering, mail fraud, conspiracy, grand theft, and being an accessory after the fact to all the above.

I am also hereby demanding that, within the same deadline, you explain fully who or what is represented by the term “PAUL ANDREW MITCHELL”.

I have never given anyone or anything permission to misspell my chosen name in that fashion. Our research here indicates that this is, in fact, a nomme de guerre which necessarily implies that you are in a state of mixed war against the Citizens of the California Republic.

If I don’t get a timely and satisfactory explanation from you, I will presume from your silence that our research is correct in this regard, and I will proceed to take further steps to defend my Rights against your evident acts of treason. Treason is expressly prohibited by the U.S. Constitution, and by the federal statute at 18 U.S.C. 2381.

Your immediate cooperation will be most appreciated.
