SUBJECT:  Chassis Serial Number #xxxxx-xxxxxx (windshield plate)
          19xx Datsun 280-Z, factory color: xxxxxxx


To Whom It May Concern:

I have  received, but  not accepted,  your written  note from the
RECORD SERVICES UNIT, stating that you:

          need VIN #
          or plate #
          can not use serial # on computer


Please be advised that the automobile in question does not have a
valid State of Arizona VIN number [sic], nor does it have a valid
State of Arizona license plate number [sic].

Since you are unable to provide Me with the information requested
of you  in My  CONSTRUCTIVE NOTICE  AND DEMAND  FOR PRODUCTION OF
DOCUMENT(S), dated  November 25,  1997, to Mr. Thomas J. Berning,
Office of  the City  of Attorney  [sic], City of Tucson, Arizona,
please be  advised also  that I  will proceed on the basis of the
following rebuttable  assumption for  the next  ten (10)  working
days, to wit:

           The State of Arizona has no legal interest
           in the private automobile described above.


After ten  (10) working days hence, barring production and proper
service of  any certified documentation from you to the contrary,
said presumption  will become  conclusive, as a matter of Law.  A
return envelope,  with My  proper mailing  location, is enclosed,
for your convenience.

Silence activates  estoppel by  acquiescence, pursuant to Carmine
vs Bowen, 64 A. 932 (1906).

Thank you very much for your consideration in this matter.
