COMPLAINT OF MAIL FRAUD

TO: U.S. Postal Inspection Service
          Attention: Postmaster
          United States Postal Service
          Moreno Valley 92555/tdc
          CALIFORNIA STATE

FROM: Paul Andrew, Mitchell, B.A., M.S.
          Counselor at Law

DATE: May 16, 1997

SUBJECT: Complaint of Mail Fraud against
          Mr. and Mrs. James Hoey

Enclosed please find a copy of a certified letter which I
received today, but did not accept, because it contains the
following false and fraudulent statement:

"At no time did my wife or I sign a contract with you,
engage in any conversation in which we agreed to a contract
with you, or at any time did you state anything
contradicting the fact that your contract was with M.
Elizabeth Broderick. ... /s/ James Hoey"

As material proof that the above statement is false, enclosed
please find a true and correct copy of the NOTICE OF CHALLENGE TO
SUBJECT MATTER JURISDICTION, DEMAND FOR PROOF OF SUBJECT MATTER
JURISDICTION, AND NOTICE OF MANDATORY ADMINISTRATIVE DISCOVERY
PROCEEDING UNDER F.O.I.A., which was signed in My presence on
April 12, 1996, by Mrs. Laura Marie Hoey, wife of James Hoey, and
filed in the United States District Court, Central District of
California, Western Division, also on April 12, 1996.

Mrs. Hoey's signature, and decision to file this pleading, both
constitute acceptance of the legal work which I prepared on her
behalf, which work is evidenced by the pleading itself.

Also enclosed is a copy of My most recent invoice to Mrs. Hoey
and her co-defendants, as named on the cover page of the same
pleading. They are now refusing to pay any part of this invoice,
thereby defrauding Me of My professional services.

Sincerely yours,

/s/ Paul Andrew Mitchell
