COMES NOW  Paul Andrew,  Mitchell,  Sui Juris, Citizen of Arizona

state, hereinafter "Petitioner", appearing In Propria Persona and

by special  visitation only:   (1)   to  provide  notice  to  all

interested parties  of His  intent  to  file  a  First  Amendment

Petition for  Intervention of  Right in  the above entitled case,

pursuant to  the Federal  Rules of Civil Procedure ("FRCP"), Rule

24(a), (2)  to file His affidavit of truth in said case regarding

His non-governmental  affiliation, and  (3) to  provide notice of

same to all interested parties.

     Pursuant to  28 U.S.C.  Section  1746(1),  I,  Paul  Andrew,

Mitchell,  Sui Juris, Citizen of Arizona state, do hereby affirm,

under penalty  of perjury, under the laws of the United States of

America, without the "United States", that I am not now, nor have

I ever  been, an agent, officer, or employee of the United States

federal government.

     Prior to  the calendar year 1987 Anno Domini, but not before

calendar year  1982, I  was occasionally  retained as a part-time

systems development  consultant for  the United  States Navy at a

secured military installation in California.

     I hereby  certify, under  penalty of perjury, under the laws

of the  United States  of America,  without the  "United States",

that the  foregoing statements  of fact  are true and correct, to

the  best  of  my  current  information,  knowledge  and  belief,

pursuant to 28 U.S.C. 1746(1).
