COME NOW  the People of the United States of America (hereinafter

"Petitioners"),  ex relatione Paul  Andrew, Mitchell, B.A., M.S.,

Citizen of  Arizona state,  expressly not a citizen of the United

States ("federal  citizen"), Federal  Witness, Counselor  at Law,

Private Attorney  General, and  Candidate for  the United  States

House of  Representatives (hereinafter  "Relator"),  to  petition

this honorable  Court for  leave to  intervene by  Right  in  the

instant appeal,  in  part  to  have  an  opportunity  to  request

rehearing, and/or  rehearing en banc, of this Court's most recent

ruling in  said appeal,  and in  part  to  join  Appellant  as  a

separate, real  Party of  Interest in  all further proceedings in

the instant case.


                        REMEDY REQUESTED

     Petitioners hereby request leave to intervene immediately by

Right in  the instant  appeal, for  the purpose  of  joining  the

Appellant as  a separate,  real Party  of interest in all further

proceedings in the instant case.
