Dear Mr. Burrell,

Thank you  very much  for your letter to Me, dated March 3, 1997.
In your  letter, you  stated that My FOIA request will have to be
resubmitted by  Me  directly  to  organizations  outside  of  the
Department of  Justice.   However, you  failed to  identify those
organizations within  the federal government which should receive
another copy of My request.

Mr. Burrell,  there are  many organizations  within  the  federal
government, and  your letter  leaves Me  at a  loss to  determine
which of  those many organizations should now receive My original
FOIA request.

Moreover, I  do not  think it  appropriate to  resubmit  My  FOIA
request to  organizations  outside  of  the  federal  government,
because the  federal government  is the official custodian of the
original records, certified copies of which I am now requesting.

Also, please refer to My original FOIA request, in which I kindly
requested that you forward My FOIA request to the correct person,
if the original FOIA recipient was not the correct person to whom
it should be directed.

Here is  the pertinent  paragraph, which  is found  in  all  FOIA
requests which I have submitted to date in My case:

     If you  are not the correct person to whom this Freedom
     of Information  Act Request  should be directed, kindly
     forward it to the correct person.


Did you fail to read My entire request?
