SUBJECT: Anti-Kickback Act of 1986
Mr. Rosenbaum,
I have probable cause to charge one or more governments actors
who have touched this case to date, with one or more violations
of Title 41, United States Code, Section 53, short title of
"Anti-Kickback Act of 1986."
I hereby demand an indefinite stay of proceedings, pending
judicial review of my offer to prove that I am in this court
specifically because of my previous association with the Pilot
Connection Society, a First Amendment association.
I am aware that one or more members of the Pilot Connection
Society is currently incarcerated in federal prison, specifically
because of their association with this Society. One or more of
these members is prepared to testify, under oath, that employees
of the Justice Department, and even the President of the United
States, are receiving upwards of $25,000, in cash, from the IRS
upon obtaining federal grand jury indictments against "illegal
tax protesters" like me. These awards have been confirmed by Mr.
Mark L. Zolton, a staff attorney in the U.S. Treasury Department.
These kickbacks are being made under color of the now defunct
Performance Management and Recognition System ("PMRS"), which
authority was repealed in 1993. See the Performance Management
and Recognition System Termination Act of 1993.
I submit to you, that protest has never been illegal, and that it
is a sacred, fundamental Right which is guaranteed by the First
Amendment. Therefore, the only lawful construction which this
court can make of the term "illegal tax protester" is that the
tax is illegal, not the protest, and certainly not the protester.
Accordingly, because of this newly found evidence, I hereby
demand one or more thorough hearings to discover the extent to
which my indictment was obtained under similar circumstances,
pursuant to the authority for such a review which is found in the
constitutional sections of the Jury Selection and Service Act.
