Greetings Your Honor,
The United States is hereby pleased to intervene ex relatione Paul Andrew Mitchell, Citizen of Washington State, qualified Federal Witness, Criminal Investigator and Private Attorney General, for the specific purpose of applying to this honorable Court for ORDERs to the U.S. Office of Personnel Management, and to the U.S. Office of Management and Budget, to show cause why both agencies should not be compelled to comply as soon as possible with all Federal Regulations implementing the Paperwork Reduction Act, as lawfully amended, and specifically mandating OMB review and approval of OPM’s Standard Form 61 APPOINTMENT AFFIDAVITS as published at www.opm.gov .

Relator’s testimony before this Court on 03/13/2014 disclosed the existence of one (1) written admission on OPM letterhead, and two (2) written admissions on OMB letterhead, all three (3) of which confirmed that OPM has failed to apply for OMB review and approval of the SF-61 which has been available in electronic form at said Internet website for many months.
During one of five (5) meetings with Deputy U.S. Marshals in Seattle, which occurred between June 18, 2009 and January 18, 2014, those USMS officers directed Relator to request and obtain the latter factual update, using the Freedom of Information Act, 5 U.S.C. 552.
After receipt of said 3 admissions, Relator wrote and caused a NOTICE OF MISSING AND/OR DEFECTIVE CREDENTIALS to be filed and served in the case of Hedges et al. v. Obama et al. then pending at the USDC/SDNY. See 44 U.S.C. 3512 here.
The latter NOTICE is hereby incorporated by reference, as if set fully here.
The SF-61 in question is a COUNTERFEIT!

Relator hereby formally incorporates Docket Entries #23, 26, 27, 28, 29, 30, 31, 32, 33, 34, 35, 36, 37, 38, 39, 40, 41 et seq. by reference, as if all were set forth fully here.
- REMEDY –
This honorable Court will kindly ORDER both OPM and OMB to comply as soon as possible with all applicable provisions in the implementing Federal Regulations at 5 CFR 1320.5, and maintain supervisory jurisdiction over both agencies until such time as this Court is satisfied that full compliance with Regulations at 5 CFR 1320.5 has been achieved.
This Court will also ORDER the Office of the U.S. Attorney in Cheyenne, Wyoming, to serve Relator promptly with all process and pleadings filed in connection with the instant APPLICATION FOR ORDERS TO SHOW CAUSE: 44 U.S.C. 3501 et seq.
