IRS never acknowledged this FOIA request for credentials required of
William J. Wilkins, and never disclosed any copies of same. If Mr.
Wilkins never executed any APPOINTMENT AFFIDAVITS, he cannot be paid: 5
U.S.C. 5507. We ask that DOJ investigate further, because it also
appears that Mr. Wilkins is also obstructing a proper Federal Tort
Claim.
