Instructions for Intervention
               in People v. United States et al.:

1.   Send $100.00  in cash  or blank  U.S. Postal Money Order to:
     Supreme Law Firm, Attention: Intervention of Right, c/o 2509
     North Campbell  Avenue, #1776, Tucson, Arizona state, Postal
     Zone 85719/tdc.   These funds will cover the firm's clerical
     and legal  costs of  supervising and assisting you with your
     intervention.   The fee  is only  $50 for  clients  who  are
     currently enrolled in the Supreme Law School.


2.   Submit the  Freedom of  Information Act ("FOIA") request to:
     James E.  Seykora, Assistant  U.S. Attorney,  Department  of
     Justice, c/o  P.O. Box  1478, Billings,  Montana  state,  as
     follows:

     a.   Replace [NAME-OF-REQUESTER] with the name (or alias) of
          the Person  who will  sign the  FOIA request  (on  both
          pages).

     b.   Replace [MAILING-LOCATION]  with the  post office  box,
          general delivery,  or street address where you want the
          response to be mailed.

     c.   Replace [CITY]  and [UNION-STATE]  with  the  city  and
          Union state where you want the response to be mailed.

     d.   Replace [MM/DD/YY1]  with the  month, day,  and year on
          which the FOIA request is signed.

     e.   Replace  [SIGNATURE-OF-REQUESTER]   with   a   blue-ink
          signature.

     f.   Replace [UNION-STATE]  with your  Union state where the
          form shows  "Citizen of [UNION-STATE] state".  You must
          be a Citizen of your state to submit this FOIA request.

     g.   Do NOT put your telephone number on any documents.  The
          Supreme Law  Firm  wants  you  to  keep  everything  in
          writing.

     h.   Make a photocopy of your original FOIA request.

     i.   Mail the  FOIA request  to James E. Seykora in a first-
          class envelope  with the  following words  "FREEDOM  OF
          INFORMATION  ACT   REQUEST"  on   the  outside  of  the
          envelope.

3.   Wait ten  working days  (15 calendar  days)  for  a  written
     answer, then submit the FOIA Appeal, as follows:

     a.   See above for all text substitutions.

     b.   Make a photocopy of your original FOIA appeal.

     c.   Attach a  copy of  your original  FOIA request,  with a
          copy of any written responses you may have received.

     d.   Mail the FOIA appeal in a first-class envelope with the
          following words  "FREEDOM OF INFORMATION ACT APPEAL" on
          the outside of the envelope.


4.   Wait 20  working days (30 calendar days) for an answer, then
     complete the application for intervention, as follows:

     a.   See above for text substitutions.

     b.   Replace [NAME-OF-APPLICANT]  with your  name  and  sign
          page 2 of the NOTICE OF APPLICATION AND APPLICATION FOR
          INTERVENTION OF RIGHT: FRCP Rule 24(a).

     c.   Replace [NAME-OF-APPLICANT]  with your  name  and  sign
          page 16  of the  BRIEF IN  SUPPORT OF  APPLICATION  FOR
          INTERVENTION OF  RIGHT, WITH  POINTS  AND  AUTHORITIES:
          FRCP Rule 24(a).

     d.   Do NOT complete the PROOF OF SERVICE form.  The Supreme
          Law Firm will complete this page for you.

     e.   Attach copies  of your  original FOIA  request, and  of
          your original FOIA appeal, with any written answers you
          may have received from the Department of Justice.

     f.   Staple the whole set of completed documents and mail to
          Supreme Law Firm, Attention: Intervention of Right, c/o
          2509 North  Campbell  Avenue,  #1776,  Tucson,  Arizona
          state, Postal Zone 85719/tdc.

     g.   The Supreme  Law Firm will review the papers for proper
          form.   They will  also sign  and  date  the  PROOF  OF
          SERVICE, and  mail the  entire set  of documents to the
          Clerk of  Court, District  Court of  the United States,
          District of Montana, Billings Division, on your behalf.

     h.   The staff  of the Supreme Law Firm reserve the right to
          return your documents for any necessary changes, before
          actually filing them with the Clerk of Court.

5.   If you  want to  request additional documents, use your text
     editor to  add the appropriate paragraph(s) after point 1(d)
     in the  FOIA request.   Insert  your new  text  between  the
     phrase "(The  Buck Act)"  and "The  requested records  are",
     observing the  numbering and  indenting convention  in  that
     request letter.


                        IMPORTANT NOTICE:

6.   The  Supreme   Law  Firm   staff  will  not  distribute  the
     boilerplate files  in hard copy.  To intervene in the manner
     described above,  you must obtain the electronic boilerplate
     versions of these files.  In this way, you will use a simple
     text editor to make only the text substitutions shown above.
     This will maximize the accuracy of the remaining text.

7.   The fastest  way to  obtain these  boilerplate files  is  to
     enroll in  the Supreme  Law School.   Your enrollment in the
     Supreme Law  School  will  help  the  Supreme  Law  Firm  to
     expedite the delivery of the electronic boilerplate files to
     you, via your Internet email account.

8.   If you  do not  have an  email account, the Supreme Law Firm
     will send  you a  DOS-compatible 3.5"  floppy disk  with the
     necessary files, via Priority U.S. Mail.

9.   All electronic boilerplate files are being made available in
     their native word processor format:  Microsoft WORD for DOS,
     Version 5.0B  for IBM-compatible  Personal Computers (PC's).
     This format  is upward-compatible  with  most  Windows-based
     word processors and other editing software.

10.  All rights are reserved without prejudice by the Supreme Law
     Firm.
