Paul Andrew Mitchell, B.A., M.S. (hereinafter “Mitchell”) hereby makes a special appearance, under protest, in his capacities as a Damaged Party, Private Attorney General under 18 U.S.C. 1964 (Civil RICO), and Agent of the United States as a Qui Tam Relator under 31 U.S.C. 3729 et seq. (False Claim Act), for the sole purpose of providing Actual Notice to this honorable Court, and to all Proper Parties, of his specific intent to satisfy legal obligations under 18 U.S.C. 4 by lodging a proper VERIFIED CRIMINAL COMPLAINT ON INFORMATION (“VCC”), formally charging Lois G. Lerner and Does 1 thru 100 with multiple violations of the Federal criminal statutes at 18 U.S.C. 241, 242, 912 and 1961 et seq., and with multiple violations of the False Claims Act at 31 U.S.C. 3729 et seq.
