SUBJECT:  Probable Mail Fraud by Dr. Eugene A. Burns


Attached please find evidence which constitutes probable cause to
investigate Dr.  Eugene A.  Burns, General  Manager of  New  Life
Health Center, for mail fraud, and to charge him with one or more
counts of same.

On November  30, 1996,  I posted  Registered United  States  Mail
serial number #R-785-196-974 to:

                      Sheryl Smith, Trustee
                 New Life Health Center Company
                  4500 East Speedway, Suite 27
                      Tucson, Arizona state

I paid  for Restricted  Delivery  service  (see  attached).    On
numerous occasions,  I have witnessed Dr. Eugene A. Burns signing
company checks with a rubber stamp which reads "Sheryl Smith".

When I  was appointed  to the  office of Vice President for Legal
Affairs of   New  Life Health  Center Company, I was appointed by
means of a Trustee's directive signed by "Sheryl Smith".

Neither the rubber stamp utilized by Dr. Eugene A. Burns, nor the
signature on  the  Trustee's  directive  appointing  me  to  that
office, bear  any resemblance  whatsoever to  the signature which
shows on  the enclosed  PS Form  3811, a true and correct copy of
which is attached, for your review.

Please investigate the description and identity of the person who
signed the  attached PS  Form 3811.   To  be completely thorough,
permit me  to request  that you  confirm whether or not a "Sheryl
Smith" has  submitted a  properly executed PS Form 3801: Standing
Delivery Order, with the USPS.

of fact  are  true  and  correct,  to  the  best  of  my  current
information, knowledge,  and belief,  so help Me God, pursuant to
28 U.S.C. 1746(1).
