COMES NOW Paul Andrew Mitchell, Sui Juris, Citizen of Arizona
state, expressly not a citizen of the United States ("federal
citizen"), federal witness, and Relator in the above entitled
matter (hereinafter "Relator"), to provide formal Notice to all
interested party(s), and respectfully to demand mandatory
judicial Notice by this honorable Court, pursuant to Rule 201(d)
of the Arizona Rules of Evidence, of this, RELATOR'S VERIFIED
CRIMINAL COMPLAINT, charging the following named individual(s)
with the corresponding crimes enumerated infra:

Mr. Bernardo P. Velasco with:
deprivation of due process of law, a fundamental Right, in
the instant case, in violation of ARS 13-108(A)(4), 13-201,
and 18 U.S.C. 242 (one count);
obstruction of justice (one count) in the matter of
Relator's formal offer to prove, to the Arizona Commission
on Judicial Conduct, the innocence of Superior Court Judge
William L. Scholl ("Scholl") in the matter of Scholl's
conviction [sic] for federal income tax violation(s).
Relator hereby attaches and incorporates, by reference, a
true and correct copy of Relator's MEMO, dated January 17, 1997,
to the Commission on Judicial Conduct, 1501 West Washington,
Suite 229, Phoenix, Arizona state, in re: Superior Court Judge
William Scholl, as if the same were set forth fully herein. On
information and belief, Relator testifies that Bernardo P.
Velasco was the Chair of said Commission at all times since
January 17, 1997, up to the present day, without exception.

SUBJECT: Superior Court Judge William Scholl
I respectfully request that the Commission on Judicial Conduct
postpone any final decisions in the matter of William Scholl,
until all relevant evidence is placed in your official records
and given due consideration by your members.
I have access to verifiable information which will prove that
William Scholl is innocent of all charges which were recently
brought against him in the United States District Court in
Phoenix, Arizona.
In support of my contention here, this is my formal offer to
prove William Scholl's innocence by testifying on his behalf,
under oath, at your next scheduled hearing on this matter.
In closing, I would also respectfully request that this memo be
read aloud at the hearing scheduled for 1:30 p.m. today in
Phoenix.

SUBJECT: Commission on Judicial Conduct
I made a bona fide offer to testify concerning evidence which
proves that Judge Scholl is innocent of the charges which were
brought against him recently in the United States District Court
in Phoenix, Arizona.
But not a single person has called to discuss this matter with
Me, even though I faxed My letter to the Commission all over town
and over the Internet as well. I even faxed that bona fide offer
into the USDC in Phoenix, to the attention of the federal judge
who presided over his trial.
Will someone please tell Me what is going on here?
If I don't start getting some answers, this shut-out will begin
to look like a very serious violation of 18 U.S.C. 241 et seq.
See also 42 U.S.C. 1983, 1985, 1986 and 1987.
Please tell me I am wrong about this.
