COMES NOW  Paul Andrew  Mitchell, Sui Juris,  Citizen  of Arizona

state, expressly  not a  citizen of  the United  States ("federal

citizen"), federal  witness, and  Relator in  the above  entitled

matter (hereinafter  "Relator"), to  provide formal Notice to all

interested  party(s),   and  respectfully  to  request  mandatory

judicial Notice  by this honorable Court, pursuant to Rule 201(d)

of the  Arizona Rules  of Evidence and to Article VI, Section 21,

of the  Constitution of  the State of Arizona, of this, Relator's

10-DAY COURTESY NOTICE in the matter at hand.

     Relator hereby  provides formal  Notice  to  this  honorable

Court of  its duty  to decide  the instant  matter no  later than

sixty (60) days from the date of submission.

     The controlling  Law is  Article  VI,  Section  21,  of  the

Constitution of the State of Arizona, which states:

     21.  Superior court;  speedy decisions

     Section 21.   Every  matter submitted  to  a  judge  of  the
     superior court  for his  decision shall  be  decided  within
     sixty days from the date of submission thereof.  The Supreme
     Court shall  by rule  provide for  the speedy disposition of
     all matters not decided within such period.


     The date  of submission  in the  instant matter was July 16,

1997.   Therefore, this  Court is  mandated by said Law to decide

the instant matter no later than September 16, 1997.
