COME NOW the People of the Arizona Republic, Ex Relatione Barbara
Scott, Sui Juris, Citizen of Arizona state, proceeding In Propria
Persona, to petition this honorable Court for clarification of
its ORDER to dismiss the instant case.
Said ORDER was issued on March 11, 1996, by United States
District Judge William D. Browning, only three (3) days after the
original case was filed in the United States District Court for
the District of Arizona, on March 8, 1996.
Plaintiffs respectfully request the Court to place into the
official Court record in this case, and to serve on all
interested parties with, a written clarification of its ORDER of
March 11, 1996.

Specifically, Plaintiffs respectfully request the Court to
document, in writing, by what constitutional and statutory
authority this honorable Court can dismiss Plaintiffs' PETITION
FOR TEMPORARY INJUNCTION FOR VIOLATIONS OF FUNDAMENTAL HUMAN
RIGHTS without notice, without motion, and without any hearing of
the merits of the instant case.
Plaintiffs, as Sovereigns by whom and for whom all
government exists and acts, respectfully request this Court to
treat this REQUEST FOR CLARIFICATION as an Order from the
Sovereign to show cause why this Court did not violate the
Federal Rules of Civil Procedure, the Americans with Disabilities
Act, the Due Process and Involuntary Servitude Clauses in the
Constitution for the United States of America, as lawfully
amended, and two international Treaties, when it dismissed the
instant case only three (3) days after its original filing date.
Plaintiffs respectfully request the Court to be fully
cognizant of the following United States Supreme Court authority:
Sovereignty itself is, of course, not subject to law, for it
is the author and source of law; but in our system, while
sovereign powers are delegated to the agencies of
government, sovereignty itself remains with the people, by
whom and for whom all government exists and acts. And the
law is the definition and limitation of power.
