NOTICE OF INTENT TO FILE CRIMINAL COMPLAINT

Ms. Cecilia Adair
Hays County District Clerk
110 E. M.L.K. Drive, Room 123
San Marcos, Texas state

Subject: docket number #CV-98-0547

Dear Ms. Adair:

This is My lawful Notice to inform all interested Party(s) of My
specific intent to file a verified criminal complaint against two
(2) arresting officers presently employed by the San Marcos
Police Department, for violating 42 U.S.C. 408(a)(8), to wit:

Whoever ... (8) discloses, uses, or compels the disclosure
of the social security number of any person in violation of
the laws of the United States; shall be guilty of a felony
and upon conviction thereof shall be fined under title 18 or
imprisoned for not more than five years, or both.

The identities of said arresting officers remain unknown to Me at
the present time. It is also My intent to supplement My original
complaint in the instant case, so as to utilize unnamed
defendants Doe #1 and Doe #2 to identify same, until such time as
their true names and other proper identification are discovered,
and entered into the record in certified form.

The attempt by both arresting officers to compel disclosure of a
social security number, occurred in connection with their
dispatched response to an alleged domestic dispute reported by
Mr. Ed Worndel, when Mr. Worndel and I shared a 2-bedroom
apartment at 108 Uhland Road, #1, in the city of San Marcos.

Mr. Worndel subsequently assaulted Me at the Southside Community
Center, expressly to retaliate for My testimony in federal
courts. Contact SMPD Detective Scott A. Johnson for details,
office telephone (512) 753-2300. See also 18 U.S.C. 1513.

Please file this notice in the case file. Thank you.

Sincerely yours,

/s/ Paul Andrew Mitchell
