I am transmitting herewith My letter dated September 13, 1996, to Mr. Thomas H. Basham, Supervisory Senior Resident Agent, Federal Bureau of Investigation, in Phoenix, Arizona state.

Mr. Basham subsequently informed Me that his office has other priorities at the present time.

Please initiate a formal investigation of mail fraud, jury tampering, obstruction of justice, conspiracy, and other unspecified criminal conduct by a conspiracy of persons including, but not limited to: John M. Roll, Janet Napolitano, Robert L. Miskell, Evangelina Cardenas, Robert A. Johnson, Richard H. Weare, and William M. McCool. See enclosed for details.
