This is a request under the Freedom of Information Act (“FOIA”). I hereby request that a certified copy of the following documents be provided to Me, without delay:

1. lawful bench warrant, writ, process, or order(s) issued under the authority of the United States, as required by 28 U.S.C. 566(c), to arrest Dr. Donald E. Wishart on or about July 12, 2000 A.D., and as “returned executed as to Donald E. Wishart on 7/12/00 (cgb)” [sic] in USDC San Jose docket number CR-00-20227-JF.

Please be advised that any warrant, writ, process, or order(s) issued eo nomine the United States of America [sic] will be refused for lacking the specific authority required by 28 U.S.C. 566(c) supra. The United States and the United States of America are not one and the same.

I request a waiver of all fees associated with this FOIA request.

Disclosure of the requested information to Me is in the public interest, because it is likely to contribute significantly to public understanding of the operations and activities of the federal government, and is not primarily in My commercial interest.
