NOTICE AND DEMAND FOR EXHIBITION OF AUTHORITY

Dear Mr. Watson:

Formal NOTICE AND DEMAND are hereby served upon you to produce certified copy(s) of the ORDER issued by a court of competent jurisdiction, and/or the written authorization issued by your superior (if any), directing you to obtain all, or any part, of My private medical patient list, and then to contact any one of My medical patients for official business of any kind.  Please also state the exact nature of the official business you were conducting (if any), when you contacted said patients.

If you do not reply to this lawful NOTICE AND DEMAND within ten (10) calendar days, with certified copy(s) of the authorization(s) herein demanded, I will proceed on the basis of the presumption that you had no such authority(s), and that your actions in this regard constitute probable cause to charge you with multiple violations of 18 U.S.C. 241 and 242 (both federal offenses).

Please be advised that your silence in this matter will constitute fraud, pursuant to U.S. v. Tweel, and also activate estoppel, pursuant to Carmine v. Bowen.  My Rights to privacy and to My good reputation are fundamental Rights, pursuant to Article 12 in the Universal Declaration of Human Rights, and Articles 17 and 19 in the International Covenant on Civil and Political Rights (see attached).  See 18 U.S.C. 241, 242 in pari materia with the Supremacy Clause (treaties are supreme Law).

Thank you very much for your timely cooperation.

Sincerely yours,

/s/ Donald E. Wishart
