SUBJECT: One Feasible Scenario

1. Paul Mitchell submits FOIA request to the Postmaster at the post office which receives U.S. Mail for Ninth Circuit, for the USPS Form 3801 (Standing Delivery Order), signed by C.J. Procter Hug.

2. After 10 working days, Paul Mitchell submits standard FOIA appeal for 3801 form.

3. After 20 more working days, Paul Mitchell files affidavit of default in county court, testifying to failure by USPS to produce any Standing Delivery Order signed by Procter Hug.

4. Paul Mitchell then serves upon Procter Hug, via Certified U.S. Mail, return receipt and restricted delivery requested, a NOTICE OF INTENT TO FILE CRIMINAL COMPLAINT against Procter Hug, for obstruction of justice and deprivation of fundamental Rights, both felonies in violation of Title 18, United States Code.

5. Paul Mitchell serves NOTICE OF INTENT upon wide range of government officials, including but not limited to Chief Justice Rehnquist, Judge Alex Kozinski, Governor Pete Wilson, Attorney General Dan Lundgren, the county grand jury in San Francisco, city and county police in San Francisco, the White House, Speaker of the House of Representatives, President of the U.S. Senate, both houses of the California Legislature, the Chief Justice of the California Supreme Court. However, no press or other members of the public will receive this NOTICE OF INTENT for the time being.

6. Paul Mitchell coordinates drafting of press release and scheduling of press conference at which candidate Kubby will announce the filing of a formal criminal complaint against the Chief Judge of the Ninth Circuit Court of Appeals, for obstructing justice in one or more federal cases currently pending before the Ninth Circuit.

7. The press conference will be pre-announced to specific members of the press and media in Los Angeles, San Francisco, and Sacramento, California state.

8. The press release will be faxed to selected media outlets beginning one hour before the scheduled press conference at a location of candidate Kubby's choosing. The sender's location will need to be negotiated among all key players, to maximize security.
