Enclosed please find evidence implicating President Clinton in
the receipt of illegal IRS kick-backs from a defunct federal
program called Performance Management and Recognition System
("PMRS").
I am already in contact with the office of Special Prosecutor
Kenneth Starr in this matter.
If you wish me to testify to Congress concerning this evidence,
please send me your written intent to summon me as a qualified
federal witness, and I will respond with all deliberate speed.
If there is anything else I can do to assist you with this
investigation, please don't hesitate to contact me at once.
