Dear Mr. Lockyer:

I am writing to request that you direct a member of your staff to
identify the  office and/or agency within the State of California
which is  authorized  to issue licenses  to practice law  in this
State.

Please also  disclose the exact State constitutional provision(s)
or statute(s) which so authorize the issuance of said licenses to
practice law in this State.

See Article VI, Section 9, of the California Constitution (1879),
and Section 6067 of the California Business and Professions Code,
in pari materia with 4 U.S.C. 101.  See also 18 U.S.C. 241, 242.
