SUBJECT: Judicial Complaint Form
Take this into court the very next chance you get, and present it
to Magistrate Seibert.
Tell him that you intend to file COMPLAINT FORM, just as soon as
you can have an opportunity to read the Rules of the Judicial
Council of the Fourth Circuit Governing Complaints of Judicial
Misconduct or Disability, pursuant to 28 U.S.C. 372(c), and so
affirm under penalty of perjury on page 3 of 4 of this COMPLAINT
FORM.
You cannot execute the form before reading these Rules and,
therefore, you demand mandatory judicial notice, pursuant to Rule
201(d) of the Federal Rules of Evidence, of your intent to file
this COMPLAINT FORM with the Clerk of the Fourth Circuit
forthwith, and you are thereby entitled to recuse Magistrate
Seibert for criminal misconduct, to wit: the high misdemeanor of
practicing law from the bench, in violation of 28 U.S.C. 454.
