I may have failed to tell you that the accountant for the Supreme
Law Firm  has recently embezzled $3,000.00 in funds earmarked for
normal business expenses.

Right now,  I have  enough money to pay the rent for January, but
nothing else.

We are  entering a  critical phase in the Looker case, because we
need to  print a very large number of briefs, and serve them on a
growing number  of people.   The  5:00  p.m.  deadline  today  is
expected to  expire without proof of jurisdiction from the United
States Attorneys.

Right now,  I do  not have  the funds  necessary to  pay for  the
postage, paper,  telephone bill, toner cartridges, and envelopes.
This means  that I will not be able to mail the briefs, once they
are printed and sealed in envelopes.

Can you  expedite the  delivery of  more funds to me immediately,
via overnight courier (e.g. UPS or Federal Express)?

posted.   Period.   I am  sorry Butch;   I had five dollars in my
wallet this morning, and I needed gas to drive home.

Any further  funds which  I receive  from you  will go to pay for
necessities, such as food, shelter, telephone, and electricity.

When those  bills are  paid in full, then I will post the waiting
mail with the funds that remain, if any.

I also  regret to  inform you  that I cannot continue to work for
Ray Looker,  or for you, until and unless both of you demonstrate
a satisfactory plan to repay me for all the professional time and

What is the problem here?

I cannot negotiate the Personal Money Order you sent to me, and I
cannot purchase  postage with it either.  The post office where I
do business refused it;  the hardware where I do business refused
it.   Neither will  accept third-party  checks.  So, all the mail
which I have now prepared on behalf of Ray Looker must sit, going
nowhere,  because   you  have  failed  to  understand  my  simple
instructions.

What is the problem here?

I spoke  with Marsha  this morning,  and she informed me that you
mailed the latest payment via Priority Mail.

Please understand  that the USPS will not guarantee Priority Mail
and, as  a consequence, it does not necessarily arrive in 2 days,
despite what they advertise on their Priority Mail envelopes.

Moreover, I  have been  victimized by  frequent incidents of mail
fraud during  the past  2 months,  and someone at the post office
may be obstructing my mail, particularly if it contains money.

So, in  the future, please permit me to request that you send all
payments via  Express U.S. Mail, or other overnight courier (e.g.
Airborne, United  Parcel Service,  and the  like), so  that there
will be  a method  for tracking  shipments.  There is no reliable
method for tracking Priority Mail.

I have  no money  to pay  my rent today, and I am down to $17 for
food and  all other  essentials.  We need to find a better way to
get the  bills paid  on time,  so that  I  don't  have  to  waste
valuable mental  and emotional  energy thinking  about where  the
next meal is coming from.

SUBJECT:  Deprivation of Petition Clause


Please have  Ray itemize the status of all pleadings which I have
prepared and mailed to him, and to the court, in all his cases.

I will do likewise here, so we have two lists to compare.

The United  States refusal  to file  pleadings, even  if they may
have clerical  errors, constitutes  a deprivation of the Petition
Clause in  the First Amendment.  The Supreme Court has ruled that
the Petition  Clause is  the  Right  conservative  of  all  other
Rights.   Thus, these  deprivations are criminal violations of 18
U.S.C. 242, at least, and probably also 18 U.S.C. 241 (conspiracy
to commit  violations of  242).   Each pleading  not filed  is  a
separate count against all co-conspirators.

I propose that we prepare another Affidavit of Probable Cause, of
Default, and Notice of Intent to File Criminal Complaints against
the Magistrate,  the Judge, and the Clerk and his staff.  Because
the Petition  Clause is so fundamental, Ray should lay the proper
foundation for  charging all  of them with multiple violations of
18 U.S.C. 241 and 242.

I am  faxing this  to you, so that you can read it to Ray as soon
as possible,  and you  can request  that  he  make  the  list  of
pleadings which  we need  as the  foundation of  Ray's Affidavit.
Have Ray  mail this  list to you and to me, in the event that one
or the other piece of mail should get obstructed.

Since Ray  is willing  to subpoena  the President  to obtain  his
testimony concerning  the Performance  Management and Recognition
System ("PMRS"),  this will  be a excellent opportunity to see if
his court-appointed  counsel will  assist with  such a  task.  If
this counsel will not assist, then Ray would do well to terminate
that attorney  as well;   any  unwillingness to  assist can,  and
should, be  regarded as  ineffective assistance  of  counsel,  in
violation of the Sixth Amendment.

I would  also like  to hear  from you  concerning my  outstanding
invoice.   The pattern  that is  developing is that I continue to
work more and more hours on the case, and get less for it as time
goes by.   As  much as  I enjoy  working with both of you on this
case, I  must repeat  that I  cannot pay  the phone  bills, rent,
postage, and food, and receive nothing for my time.

When can  you make  another payment  against the invoice, and how
much can you pay?

I am  sorry to  keep reminding  you about  this.    However,  the
pattern of  the past  is that  nothing happens if I do not remind
you.   Can we  do something to correct this problem too?  Nagging
you for  money is  just not  a good  use of  my time.   The other
pattern that  has evolved  is that  I do most of the work and get
paid relatively  little for  it;  and the court-appointed counsel
does relatively  little, and gets paid for every minute of it (by
the government).  Where is the justice in that arrangement?  Will
I see something from that counsel, in the way of pleadings and/or
other paperwork, or not?

SUBJECT:  Ray Looker


     I got  off the  telephone with  Ray Looker  about 90 minutes
ago, and I tried to call you right after that conversation.  Your
son said  that you  would be  home by 7:30 p.m. this evening, and
that you  would call  me as  soon as  you got home.  This has not
happened, so I am writing you another memo.

     Ray made  a very  serious  strategic  mistake,  during  that
telephone conversation,  to accuse me of being an individual "who
does not have the balls" to stay the course.  Aside from being an
insult, and  aside from  being a  comment which  is unbecoming  a
Militia officer  and presumed  leader, I  do not  feel  that  Mr.
Looker has  any solid ground on which to base that statement.  If
I had no balls, it is highly unlikely that I would have committed
myself to  fighting widespread  judicial  corruption  in  America
during the  past seven  years.   But, he is certainly entitled to
his opinion.  My work stands on its own merit.

     If this is Mr. Looker's way of motivating me, then I can see
why the  Militia has such a bad reputation in this country.  This
is not  leadership;   this is ugly.  I honestly could not go to a
man like  my father,  who was in the first wave of Marines to hit
Iwo Jima, and plead with him to provide financial assistance to a
man who  accepted $50,000  cash,  in  return  for  supplying  the
blueprints of a federal building to an undercover agent.  I mean,
is anybody  serious when  they hope  that  a  jury  will  buy  an
entrapment defense in such a case?  And now I am getting insulted
for wanting at least partial payment on my $7,000 invoice?  Let's
get real,  can we?   It  is not  my fault that Ray was handcuffed
right after receiving all that money.

     Butch, do  you still think that the man is totally innocent?
I must  be honest  with you  and tell  you that  I am  now having
serious doubts  about  the  leadership  qualities  of  any  Major
General who  would not  have the  wisdom to  see through  such  a
"deal."   I mean,  how naive  can anybody get, particularly after
the Oklahoma City bombing?  Then, let Looker subpoena Clinton.

     If Mr.  Looker wants  to start  bad-mouthing me  now, rather
than to  deal with  the specific  financial problem  at hand,  it
won't be the first time that a client has picked gnats out of the
air to  justify their unwillingness or inability to pay my bills.
Remember, I  am struggling,  once again,  with the payment of his
telephone calls,  rent for  office space,  electricity,  heating,
cooling, stationery,  paper, toner, postage, to be able to do his

secretarial and  paralegal work  for him.   It is time for Ray to
find another secretary, if that is going to be his attitude.

     After that  unfortunate experience,  which  I  would  sooner
forget, I  had a  very long  talk with Richard Lewis.  Butch, you
might want  to get  on  the  telephone  to  Richard  as  soon  as
possible.   I have  made an  offer in  compromise:   I agreed  to
deliver a 1- or 2-day seminar in Richard's neighborhood, provided
that all my expenses are paid, and provided that the net proceeds
are labelled  "Looker Defense  Fund" and  they are  dedicated  to
defraying the unpaid portion of my invoice to you and Ray.

     In light of the situation that has developed, I should think
that Ray  would be  a whole  lot better off by shopping for other
counsel from  this point  forward.   I feel that I have delivered
the pleadings  and implemented the strategy which he requested of
me.   It is  now up  to him to study those pleadings (with all of
the time  that he  has on  his hands right now), and to fight for
the Rights  which have  been asserted,  in writing, on his behalf
(for example, the Stay of Proceedings pending final review of the
Jury Selection and Service Act).

     I cannot do his fighting for him, and I would not ask him to
do my fighting for me.  In fact, I haven't, and I won't.

     The other  alternative  which  you  should  examine  is  the
possibility that  someone  is  subtly  brainwashing  Mr.  Looker,
without his  even being  aware of  it.   It is  certainly in  the
government's interest  to separate me from him.  They are doing a
very good job of that, aren't they?

     Finally, an  apology is  not a  discretionary alternative at
this point  in time;   it  is now a requirement.  Please tell Mr.
Looker that I will expect a written apology to arrive in the mail
within 5  days.   Tell him  that it's  a test  of his leadership.
Insulting colleagues does about as much good as kicking the dog.

SUBJECT:  Looker case


After giving  due consideration  to the  entire situation, I have
decided as follows:

1.   Effective immediately,  I am  no longer  working on  the Ray
     Looker case.

2.   When you  can find  a way  to bring  my outstanding  invoice
     current (zero  balance),  at  that  time  I  will  entertain
     further services  on Mr.  Looker's behalf, by negotiating an
     entirely new contract for professional services with him.

3.   After finishing  this memo,  I will  submit  a  supplemental
     invoice for time and expenses incurred since the date of the
     last invoice (January 3, 1997).

4.   I agree  to conduct  a 1-  or 2-day  seminar at  a  location
     chosen by Richard Lewis.

5.   Depending on  the timing of the seminar, and your payment(s)
     against my  outstanding invoice(s),  I will dedicate the net
     proceeds of this seminar to offsetting those invoices.

6.   If, by the date of the seminar, you have paid my invoices in
     full, Richard  Lewis can  donate the  net  proceeds  to  Ray
     Looker's legal  defense.  In any event, I will be giving the
     seminar for  free, assuming  that travel,  living, and other
     expenses are guaranteed (i.e. NOT paid by me).

7.   Mr. Looker  knows, or should know, enough about the strategy
     by now  to implement  it fully  with the  assistance of  his
     court-appointed counsel,  or to  adopt a different strategy.
     As a  litigant proceeding  In Propria  Persona, he  must  be
     willing to  assume responsibility for his actions.  I do not
     as yet  know, for  sure, if he is entirely willing to do so.
     As an  unlicensed Counselor  at Law, I cannot, and will not,
     "represent" him  or anyone  else, because  I prefer  to work
     with clients  who are willing to get involved in the conduct
     of their cases, proceeding in their own stead.

8.   Mr. Looker is now exhibiting symptoms of a defendant who may
     do  much   better  having   an  experienced   trial   lawyer
     "represent" him  (non compos  mentis), instead of proceeding
     in his own stead.  Stooping to unwarranted insults is no way
     to treat  the Counsel who has produced so much tangible work
     on his behalf.

SUBJECT:  Grand Jury assistance


Another thing  that has  started  to  gnaw  on  me  is  that  you
requested my professional assistance to help you prepare for your
grand jury  subpoena.   I did  everything which  you and I agreed
that I  should do  for you,  including prepare and mail a written
answer to the Grand Jury foreperson on very short notice.

Then, you  told me  that you  paid a  local attorney some $500 to
assist you  with the  same matter.   But you didn't pay me a dime
for any of the work which I did on your behalf.

Moreover, you  intercepted and  signed for  the  mail  which  was
specifically addressed  to the  grand jury  foreperson,  per  our
prior agreement,  even though  on your  behalf  I  had  paid  for
restricted delivery  and  return  receipt  requested.    This  is
obstruction  of  correspondence,  Butch,  and  it  is  a  federal
offense.     Did  you   know  that   when  you   obstructed   the
correspondence?

Butch, why are you persecuting me like this?
