FYI: we recently appealed our FOIA Request to
the State Department,
also for the same PRESIDENTIAL COMMISSION issued to Merrick
Garland;
In good faith, we believe 5
U.S.C. 2902(a) governs in this situation,
chiefly because it would be an
obvious conflict of interest if
a newly appointed Attorney
General attempted to countersign
his/her own PRESIDENTIAL
COMMISSION using 2902(c).

has archived what appears to be
a valid PRESIDENTIAL COMMISSION
appointing Merrick Garland to
the U.S. Court of Appeals for the
District of Columbia circuit on
or about March 20, 1997:
Also, given Mr. Garland's
extensive history of employment with the
Federal Government, it is not
very likely that he was totally unfamiliar
with 5 U.S.C. 2902 (a) and (b):
