Thank you for your reply below.

 

I realize that it's easy to confuse a "Commission" like the Warren Commission,

with the PRESIDENTIAL COMMISSION that is required by the 

Commissions Clause in the U.S. Constitution, and by the

Act of Congress at 5 U.S.C. 2902:

 

 

"President ... shall Commission all the Officers of the United States"

 

"... the Secretary of State shall make out and record, and 

affix the seal of the United States to,

the commission of an officer appointed by the President.

 

 

And, here's the prior PRESIDENTIAL COMMISSION

which Merrick Garland received when he was appointed

to a seat on the U.S. Court of Appeals:

 

 

Our FOIA Request seeks a copy of a similar PRESIDENTIAL COMMISSION

when Mr. Garland was appointed to the office of Attorney General.

 

Evidently, an Attorney General may not countersign her/his own COMMISSION.

 

Section 2902(a) required the Secretary of State to "make out and record"

Garland's PRESIDENTIAL COMMISSION to the office of Attorney General.
