18 U.S.C. 3231 does not mention
the United States District Court,
only the district courts of the 
United States.  See 18 U.S.C. 
1964(a) and compare with 1964(c);
both refer to the same subject
matter, i.e. 18 U.S.C. 1962 
(racketeering).
