See construction of "this title" in the
Historical and Statutory Notes after
28 U.S.C. 132, then compare with the
actual language of Act June 25, 1948, 
C. 646, Sections 2 to 39, 62 Stat. 985
to 991.  "This title" clearly refers
to one of the Titles of the United States
Codes;  that is the consistent practice
by Congress.  The Internal Revenue Code
is a gigantic hoax.  This is proven by
the fact that 7851 falls within subtitle F.
In other words, it goes into effect 
when it goes into effect.  When is THAT?
Well, when it goes into effect, stupid!!
See what I mean?  The entire Code is
null and void for vagueness like this,
and many other places.
