A photocopy would be dandy.
You know, it occurred to me that,
if the CIR must sign every one of
those, it might be more efficient
to send a single FOIA request to 
the CIR, for certified copies of
ALL 50 agreements.  That would be
much more effective, all around.
You can tell it is a form, because
the states have to type in their
unique stuff.
