Good point here.  After proving that "State"
is restricted to the federal zone, as defined
in the Internal Revenue Code, and after proving
it with voluminous evidence, it was suddenly
"official" when Congresswoman Barbara Kennelly
admitted it on stationery from the House of
Representatives, when she was only parroting
what she had been told by the staff at the
Legislative Counsel and Congressional Research
Service.  But, you see, what gave Kennelly any
authority in the first instance, was the People
who voted her into that office, thus rendering
her statement an "official" one.
