Testifying makes you a federal witness.
You can be compelled, pursuant to the
Sixth Amendment ("... to have compulsory
process for obtaining witnesses ....").
See 18 U.S.C. 1512 and 1513, in particular
the Historical and Statutory Notes and
the Legislative History of the most recent
amendments.  Congress does not like it when
federal witnesses get threatened, or when
they are the victims of retaliation.  Being
a federal witness does not make you a federal
citizen, however, because of the Sixth
