All traffic violations are criminal.
You must understand that from the outset.

It is a criminal jurisdiction, using 
inland admiralty, which is compelled
performance with a criminal penalty.
Think of it as an equity contract, with
criminal penalties for failure to perform.

Your contract is with a de facto government
corporation.  For proof, compare 31 CFR 51.2
and 52.2 (becoming more scarce, since the E.O.
by Clinton removing these regs from federal
depository libraries).  Notice "State" and
"state";  there is a huge difference between
the two:

Thus, we have "Superior Court of Arizona" and 
"Superior Court of the State of Arizona".  

See the subtle difference?

The de facto jurisdiction is invoked by the
original application for driver's license
and/or registration.  For an excellent
