One of my favorite "political science" 
themes is the hypothesis that state
and federal government agencies have
coalesced into one large block, or racket,
thus eliminating the separations between
state and federal governments, in one dimension,
and between the 3 branches, in the other
dimension.  There can be no "balancing"
whatsoever, whenever this happens.
