PENNSYLVANIA 01: Battle-lines draw for Phila. 1st District 

                 Philadelphia Inquirer's Infield reports, even though Rep.
Tom Foglietta's (D) appointment as U.S. Amb. to Italy has not been made
official, "the race to succeed him" has begun in "earnest." Among the Dems
gearing up: ex-Rep. Lucien Blackwell, state Rep. Andrew Cairn, Foglietta
staffer Stanley White and Philadelphia Dem leader Bob Brady. "The race could
have national significance" because Foglietta's CD is the only majority black
CD "served by a white congressman." Brady is the favorite at the moment, and
the only white potential candidate. City regulator Ronald Donatucci:
"Remember, he owns the candy store." Neither Brady or Blackwell live in the
1st CD. The only sticking point is that Foglietta said "he wouldn't resign
from Congress until the Senate confirmed" his appointment, leaving potential
candidates to guess at the election's date, tentatively 11/4/97 or 5/98. "In
the absence of any other compelling local election next year, this could be
the best battle in town" (9/5).
