Republican Legislator Agrees to Sponsor Bill

Third Parties Unite for Voter Choice

 On September 7, 1997, leaders of the Constitutional Party, the Reform
Party, the Libertarian Party,  the Green Party and the Prohibition Party
met near Reading to continue discussions regarding their proposed
Voter's Choice Act.  They were joined by Representative Todd Platts who
serves the 196th District in York County.  Representative Platts is a
members of the Intergovernment Affairs Committee which has jurisdiction
over this aspect of State government.

 Rep. Platts has agreed to sponsor the Voter Choice Act when the state
legislature returns to Harrisburg on September 22.  The Parties involved
in this coalition are currently meeting with various legislators seeking
additional sponsors and support for this bill.

 The Coalition has scheduled a press conference in the lower rotunda of
the Capital Building in Harrisburg on September 23rd at 11:30am.  At
that event Rep. Platts will announce the introduction of the Voter's
Choice Act in the Intergovernmental Affairs Committee.  Representatives
from the political parties involved in this coalition will also express
their support for fairer ballot access for all candidates.  Peg Luksik
will speak on behalf the Constitutional Party, the Reform Party will be
represented by Russ Verney, their National Chairman.  Libertarian,
Prohibition and Green Party representatives will affirm their support
for the Voter's Choice Act as well.

 The timing of this effort coincides with Governor  Ridge's declaration
of September as "Voter Participation and Awareness Month" and with the
House Resolution 188 designating the week of September 21 through 27,
1997, as "Voter Awareness Week."

 Tom McLaughlin, Reform Party State Chairman, commented "The Voter
Choice Act, if passed by the state legislature and signed by the
Governor, would provide more reasonable requirements for ballot access
and provide the voters of Pennsylvania with more choice when they elect
those who will make the laws and govern our state.  Just as competition
provides the consumer with better choices in the marketplace, more
competition in the political arena will provide the voters with better
choices in the voting booth."

PENNSYLVANIA VOTER PARTICIPATION AND AWARENESS MONTH
September 1997

 WHEREAS, The right to vote is a fundamental right of citizenship
afforder to all citizens who live in a representative democracy; and

 WHEREAS, the citizens of this Commonwealth take pride in knowing that
the contributions made by our forefathers to this great nation will
forever preserve our place in history as the Keystone State; and

 WHEREAS, we are reminded of these enduring contributions each and every
time we visit historic places like Independence Hall, Valley Forge and
Gettysburg; and

 WHEREAS, we understand that freedom does not come without
responsibility, that the strength of our democracy depends upon
participation; and

 WHEREAS, we believe we must encourage more of our friends and neighbors
to register to vote and become lifelong participants in the electoral
process to ensure the survival of our democracy.


 THEREFORE, In special recognition of the need for all citizens to vote
and to participate in the electoral process, I, Tom Ridge, Governor of
the Commonwealth of  Pennsylvaniaa, do hereby proclaime September 1997,
as PENNSYLVANIA VOTER PARTICIPATION AND AWARENESS MONTH.  During this
month, all Pennsylvanians should recognize the achievements of those
citizens who faithfully exercise their right to vote, to encourage their
fellow citizes to register to vote and to share with our young people
the importance of becoming lifelong participants in our democracy.


      GIVEN under my hand and the Seal of the
      Governor, at the City of Harrisburg on this twenty-
      eighth day of August in the year of our Lord one
      thousand nine hundred and ninety-seven and of

A RESOLUTION

Designating the week of September 21 through 27, 1997, as "Voter
Awareness Week."

 WHEREAS, The cornerstone of a democracy is an educated, informed and
participatory electorate; and

 WHEREAS, Voter participation, based on a percentate of the voting age
population of the United States, was just under one-half (49.08%) in the
1996 presidential election; and

 WHEREAS, While the National Voter Reistration Act of 1993 (Public Law
103-31, 107 Stat. 77) has brought about the most dramatic expansion of
voter registration in our Nation's history with 11 million citizens
registering to vote in 1995, voter apathy is a chronic concern that must
be addressed to ensure the vitality of our country; and

 WHEREAS, Voter awareness campaigns and get-out-the-vote efforts
emphasize the importance of voting and registering to vote; therefore be
it

 RESOLVED, That the House of Representatives designate the week of
September 21 through 27, 1997, as "Vote Awareness Week."
