Everything you need is published in 
their local rules.  Just call the
Clerk and ask how to obtain a copy
of their local rules.  We have filed
there, and it is not hard.  Just be
sure to follow their pleading format,
and the outline(s) exactly as they
specify them.  Be ready to tell the
Clerk what case you want to bring,
and how it is that the SC has 
jurisdiction;  those Clerks are trained
to be the first-level screen against
many cases.


 And any info on
>title 42 suits.

If you are a federal citizen, then you
have standing to invoke Title 42.
If you are a state Citizen, I believe
you are asking for trouble with one of
these suits.  See the case law with
respect to "standing" under 42 U.S.C. 1983,
in the United States Code Annotated ("USCA").
You may be surprised to read what you
find there.  42 U.S.C. 1983 is a codified
version of the 1866 Civil Rights Act --
a municipal statute for those who exercise
and enjoy the municipal franchise of 
federal citizenship.
