You are making a common mistake here.

Congress is the "State" government
for the federal zone, so it can 
outlaw anything it wants, as long
as the law which does so is a 
municipal law.  See 1:8:18 and 4:3:2.  

Those are the constitutional authorities
for criminal statutes inside the
federal zone.  Compare, for example,
18 U.S.C. 1513, which expressly 
extends that statute OUTSIDE of federal
jurisdiction.  Absent such an explicit
extension, the statute(s) in question
can only be enforced INSIDE the 
federal zone.  Confer at "inclusio unius
est exclusio alterius" in Black's Law
Dictionary:  failure to mention an
extra-territorial application of any
statute, is proof that the omission
of such an extension was intentional.

The "key" is to understand that Congress
claims a right to regulate the exercise
of its "franchises," of which federal
citizenship is a Property belonging
to the United States (federal government).
This invokes 4:3:2, in so many words.
Furthermore, Congress has obtained rulings
from the courts which allow Congress to
regulate that franchise WHEREVER it might
be exercised -- that means WORLDWIDE
jurisdiction over all federal citizens,
for better, or for worse (in sickness,
and in more sickness).
