I don't any "sure fire ways [sic] to stop withholding,"
but the proper and lawful way to do it, is an
Affidavit of Exemption from Withholding In Lieu of W-4,
certified pursuant to 28 U.S.C. 1746. See the cases
in USCA which have adjudicated this statute.
