Do this:

1.  demand a certified copy of this federal judge's
    periodic financial statement, completed pursuant
    to the Ethics in Government Act, 5 U.S.C. 101 et seq.,
    92 Stat. 1824, 1851.

2.  demand that this judge rescind his W-4 Employee's
    Withholding Allowance Certificate, because it is
    evidence of a contract with an unlawful third party
    i.e. IRS, which is now proven to be a money laundry
    domiciled in Puerto Rico [proof available upon request]

3.  submit a FOIA request for this judge's Oath of Office,
    and send along a NOTICE AND DEMAND for same, because
    the judge will hide behind the blanket FOIA exemption
    for the entire federal judiciary:  failure to execute
    the required oath is grounds for ouster via Quo Warranto
    [see Gilbertson's OPENING BRIEF in the Supreme Law Library
     for a complete development of this approach]

4.  double check if you are in the United States District Court,
    instead of the District Court of the United States;  there
    is a world of difference between these two forums;  you can
    transfer the case pursuant to 28 U.S.C. 1631, if the USDC
    lacks jurisdiction;  compare the "arising under" clause
    in Article III in the U.S. Constitution, and also the key
    grant of subject matter jurisdiction at 5 U.S.C. 552(a)(4)(B);

    at the URL just below my name here.
