FYI: this thing is much bigger than MSO's.
In 1991, we found the statute in California
which gives the Federal Reserve System a lien 
on all real properties recorded as "fee simple"
transactions.  When I confronted the California
State Lands Commission on this point, they fell
silent, as did the Governor's Office, and everyone
else in government who received this letter, 
without exception.
