He took the Fifth, in a case in
which he was only a witness,
and it was allowed to stand.

Even government employees have
the fundamental Right to remain
silent, and their decision to
assert that Right cannot be held
against them.  

It is really very simple.

Signing a "true bill," when an
accused government employee fails
to incriminate him/herself, does not
render such a document an admission,
under penalty of perjury, upon which
a valid commercial lien can be perfected.

No way!
