and State v. Kemp.  One test
is that the federal judges
are refusing to rescind their
W-4's, which constitute evidence
of an adverse conflict of 
interest, because IRS is not 
part of the U.S. Department
of the Treasury.  See Evans v.
Gore for the case authority,
Article III, Section 1 for the
exact constitutional authority.
