domiciled in the District of Columbia,
where the Guarantee Clause does not
require a Republic.  Federal citizens
are subject to all municipal laws which
Congress enacts, as if they lived entirely
within the confines of the federal zone,
without the protections of the state or
federal constitutions.  For details,
study Gilbertson's OPENING BRIEF in the
Supreme Law Library, at the URL just
below my name here.  A good place to
start is "The Two United States and
the Law," by Howard Freeman.

If you have a reading problem, I would
suggest that you get some remedial help.
This material requires careful study,
not casual glossing.  It is written
in English for college freshmen.
