Also, I almost forgot to mention:
look at the definition of "individual"
in the Privacy Act!!

Unless I am mistaken, it is defined
to include federal citizens and
others who are subject to the 
jurisdiction of the United States.

This effectively removes the Privacy
Act from invocation by state Citizens.

Thanks.  I have it.  I have succeeded
in using FOIA to obtain Appointment
Affidavits, and the use of FOIA for
this purpose is now before the 8th
Circuit, in Gilbertson's OPENING BRIEF,
now loaded in the Supreme Law Library.
