I agree with the paraphrase here, because
the Cook case had to do with a federal citizen,
i.e.,
  
  "native citizen of the United States" [sic]

Congress claims the right to tax its 
citizens, as opposed to state Citizens,
no matter where they might "reside"
on planet Earth.
