Remember that Richard McDonald and
Jeffrey Thayer discovered a vast number
of amendments to the local rules for the
U.S. Court of Claims. These amendments
were admittedly written in anticipation
of a large number of wrongful death claims
that court expects, as a direct consequence
of some federal inoculation program.
