Dear Friends,

1:8:17 in the U.S. Constitution goes
to enclaves ceded by the states to Congress,
of which D.C. is the first, and most famous.
4:3:2 goes to territory and other property
acquired by Congress, through conquest or treaty.
Together, the land defined by both provisions
constitutes the federal zone.  D.C. was ceded
by Virginia and Maryland to Congress, but
Congress "retro-ceded" (back to Virginia) the
portion south of the Potomac River (too muddy).
So, the "square" is not really ten miles on
a side, because a river runs right through it.
The "Internal" Revenue Code is "internal" to
the federal zone, and to the citizens of that zone.
